I live in a commuter town in Chiba Prefecture (55 minutes by train from Nihonbashi in Tokyo). Land prices are not as high as those in central Tokyo, at 100 million yen or △ million yen per tsubo, but they are still quite expensive for ordinary people.
Looking around my neighborhood, I see that only a very small number of people can install a container-style personal garage like the one below on their property, such as the homes of (what seems to be) long-time landowners who have an incredibly large garden, or wealthy people who have several luxury imported cars parked there.

For motorcycle users in commuter towns who live in apartment complexes or condominiums, or in houses with limited space and no parking, the standard practice is to cover the bike with a special cover, lock it with an anti-theft lock, and park it outside. However, in densely populated commuter towns, including my hometown, motorcycle thefts are not uncommon. In fact, they’re quite common in my hometown. So what should you do?
Right near the writer’s nearest station, there is a row of monthly garages for motorcycles set up in a row, like tenement houses (photo below). Unfortunately, this area has a bad reputation for crime. Therefore, not only are the shutters of these prefabricated garages locked, but there is also a wire fence in front of the garage, which is securely locked with a large padlock. It’s a bad analogy, but it looks just like a prison in a Hollywood movie.
The area is not safe, so naturally the lights are turned on at night. However, there is a road leading to the station right in front of the station, and even at night there is a lot of traffic, including taxis, cars, motorbikes, and bicycles, so it is a good deterrent to theft. There is also a police box nearby. To make matters worse, there are many izakayas, snack bars, karaoke boxes, and international karaoke bars around the station that are open until the morning.
If they were to be seen doing something suspicious, like cutting a padlock with a sander (a tool for cutting metal) in front of a garage, sparks flying, it would be drunken middle-aged men, fueled by alcohol and a strange sense of justice, letting out their usual frustrations. Or it could be a group of young, strong, and passionate thugs who would immediately join forces and unite with their friends.
“Hey you, what are you doing in my hometown?” they are likely to be shouted at, grabbed, sometimes even pushed around, made to kneel on the asphalt, and then arrested red-handed (although under the law, arrests in emergency situations can be made by anyone other than the police), which is an extremely likely outcome that could lead to an unforeseen and worst-case scenario for the bike thief.
If you’re even more unlucky, people far scarier than the hotheaded young thugs will get wind of the commotion and join in, saying, “Don’t you dare try and mess around in my territory. Come on over here,” and you’ll be dragged off to the office before the police arrive… At this point, it’s hard to tell whether the area around the motorcycle garage is safe or not.
That aside, this motorcycle garage allows for indoor storage that is protected from the wind and rain, so it’s nice that it’s easier to prevent the motorcycle from deteriorating over time compared to storing it outdoors with just a cover.

This monthly motorcycle garage is located right next to a station on the Keisei Main Line, a popular means of transportation for the general public (55 minutes by train/express train to Nihonbashi Station in Tokyo). Each garage occupies an area of 4m2 (square meters) and the monthly fee is 13,200 yen (plus a management fee of 550 yen). At first glance, it looks like an ordinary motorcycle garage, but on closer inspection, the security is extremely tight, making it extremely difficult for thieves to steal a motorcycle.

A wire fence has been installed in front of the garage itself to improve security. This area is not a very safe place, with many nightlife establishments. We assume that security measures were put in place in anticipation of this.

Barbed wire is strung across the top of the wire fence, and the lights are always on at night. There are many bars and izakayas in front of the station that are open until the morning, and the road in front of the garage is always busy with taxis, cars, motorbikes, and bicycles, even in the middle of the night. There’s also a police box nearby, so even for a professional motorbike thief, stealing a motorbike from the garage in a short space of time would be extremely difficult.

However, it is true that it is a lot of work to put on your motorcycle gear, grab your helmet, lock your house, walk (or bike) to the motorcycle garage, unlock the door, take your motorcycle out of the garage, lock it… and then get on your motorcycle and drive off.
