Expanding collaboration and deepening response: Overcoming challenges of electric micromobility

The Micromobility Promotion Council, established in 2019, has been promoting self-regulation and social awareness to support the spread of electric micromobility. Two years after the legal amendment, the spread of electric micromobility has progressed, but issues regarding user etiquette and safety have become apparent. In response to this situation, the organization has changed its name to the Japan Micromobility Association and begun efforts to expand the scope of its activities and responsibilities.

The association will bring together experts and play a role in promoting the development of a safe and secure environment for micromobility, while also helping to establish the convenience of electric kick scooters and other micromobility vehicles in society. New partners include Docomo Bike Share Co., Ltd., OpenStreet Inc., Tokio Marine & Nichido Fire Insurance Co., Ltd., Mitsui Sumitomo Insurance Co., Ltd., and OGK Kabuto Co., Ltd., and are working to build momentum alongside existing partners such as Luup, BRJ, and Lime.

Professor Kanda Yusuke of Kure National College of Technology has been appointed as the chairperson, and will be the key figure in the system. Professor Kanda has experience as an associate professor at Kyoto University and is well-versed in transportation and regional policies as well as traffic management during disasters, with experience in responding to the 2018 Western Japan heavy rains and the 2023 G7 Hiroshima Summit as examples. Utilizing his knowledge, he envisions contributing to regional development and urban formation through increased mobility. The professor emphasizes the need to improve convenience, such as mobility within the city and complementing public transportation, while also facing head-on issues regarding user etiquette and traffic safety.

In addition to electric micromobility operators, the association also includes the insurance industry and helmet manufacturers, creating a system for collaboration from many different angles. The goals of the collaboration are to ensure safety and improve reliability, promote healthy development of the industry, and revitalize cities by resolving tourism and local transportation issues. While micromobility has become popular as a convenient means of transportation, it also faces challenges unique to this new transportation service. Recognizing this reality, the association’s approach of promoting information dissemination and safety measures as two wheels of the wheel is impressive.

The association functions as a voluntary organization, with OpenStreet, Docomo Bike Share, Hasegawa Mobility, BRJ, Lime, and Luup as regular members responsible for business development, and Tokio Marine & Nichido Fire Insurance and Mitsui Sumitomo Insurance as supporting members responsible for safety support. Additionally, OGK Kabuto and Nextway participate as observers, and the secretariat is run by Makaira Co., Ltd. The association aims to contribute to building trust in the industry by regularly posting various information on its official website.

As Professor Kanda emphasizes, micromobility has great potential to contribute to revitalizing local mobility and urban development. At the same time, however, it is essential to improve users’ safety awareness and manners, and efforts to balance widespread adoption and safety are essential. The Association is determined to utilize the transport policy and business development knowledge it has cultivated to date in a cross-sectional manner to elevate electric micromobility into a sound social infrastructure.

As the adoption of electric micromobility accelerates, its effectiveness in preventing accidents and raising awareness and disseminating information will be evaluated. As the adoption of electric micromobility becomes safe and secure, a future is envisioned in which urban mobility becomes more flexible and comfortable.
